About the author.![]() Philip Cowley is Reader in Parliamentary Government at the University of Nottingham. He has been variously described as ‘the country’s leading expert on revolts’ (The Independent), ‘the leading chronicler of backbench rebellions’ (The Times) and the ‘expert on how our rulers behave’ (Sunday Times). He is the author or editor of six books and more than 60 articles and chapters, and his last book Revolts and Rebellions (Politico’s, 2002) won the Political Studies Association’s Award for the best political science book published in 2002. He is Deputy Editor of the Journal of Legislative Studies, and co-editor of the British Journal of Politics and International Relations. A regular commentator on TV and Radio, he has also written on British politics for the Guardian, the Independent, and the New Statesman amongst others.
